Demolition Continues – Mojave Thinks Development

Demo BelshawMarch 11: “Another one bites the dust” remarked one excited resident, marking the fifth hazardous structure to be demolished in Mojave since November. The trailer was demolished by Sturgeon Services in Bakersfield, as part of a recent push by Kern County Code Compliance to remove derelict structures and raise housing standards in Mojave. This trailer was one of the most inviting structures for vagrants and drug users in Mojave, conveniently hidden behind trees and completely wide open and inundated with trash and drug paraphernalia. The adjacent utility shack will be torn down in the next several days or weeks, and the next door trailer will be boarded up and secured, ensuring that this property will no longer be a sanctuary for drugs and crime in our community.

Demo Belshaw CraneRemoving these derelict structures from our streets is the first step to changing the unsightly image of Mojave, and creates the necessary space to allow the community to have a serious discussion about community development. These trailers were the first thing visitors saw when entering the Mojave Air & Space Port on Belshaw Avenue, and now the drive into the airport is a little less foreboding. The Mojave Foundation is proud to contribute to the organization and coordination with Code Compliance to remove these hazardous structures, and we look forward to serious discussions with housing developers to bring clean, quality housing to working-class families downtown.

More Houses Demolished Downtown!

15734 L StMarch 7: Another derelict house came down on the 15700 block of L Street today, the fourth structure to be removed in three months. Another hazardous structure on L Street will be demolished on Monday, and another two houses on K Street in the next several weeks and months. The houses were demolished by Sturgeon Services, a Bakersfield contractor hired by Kern County Code Compliance. Code Compliance has also cleaned and boarded up eight houses since September – on K Street, L Street, M Street, and Mojave Gardens. These buildings are a magnet for drugs and crime, and depress property values in our most vulnerable areas. Demolishing and securing these structures  creates space for economic development to take root, and is critical to the future revitalization of this community. The Mojave Foundation is proud to help coordinate and prioritize the county’s demolition and cleanup efforts, and looks forward to raising housing standards in Mojave.

Planning Commission Approves Recurrent & Aquahelio Projects

Recurrent23 January: By a 4:1 vote the Kern County Planning Commission approved the Clearwater/Yakima solar project by Recurrent Energy of San Francisco. At 1 square mile, the project would be larger than Mojave’s downtown area, located west of Sierra highway and north of Camelot Boulevard. Proponents advocate that the project would produce 40 megawatts of clean renewable energy and create up to 200 temporary jobs. Critics claim the project, located just 1,400 feet west of a residential area and school, would release dust and other pollutants, kicked up by Mojave’s strong winds, causing health problems for children and elderly residents. Many residents support renewable energy, but resent the location. But Recurrent Energy claims this is the only parcel in Mojave with a single owner willing to sell the property, and it is located close to a power sub-stations installed by the wind companies.

Kern County provided a video conference in the Mojave Veteran’s Hall for residents to participate in the hearing, but most citizens left after midnight. The hearing, which lasted over seven hours, involved 13 other items, but the agenda was changed twice so that the Recurrent project was heard last. Opening comments began at 1:30 am, and the final vote was not reached until 2:30 am, by which time most residents in Bakersfield and Mojave had gone home. Click here to watch the hearing online.

AquahelioCommissioners also approved the Fremont Valley water & solar project by Aquahelio of Beverly Hills, by a vote of 3:2. The Aquahelio project plans to take 114,000 acre feet (AF) of water (37 billion gal) per year from the Fremont Valley aquifer located north of Cal City. The Fremont valley aquifer contains about 1 million AF of known safe water, and possibly up to 7 million AF of unexplored water at deeper levels. Historically the aquifer has a natural recharge rate of approximately 15,000 AF per year. Proponents argue that the project is necessary for Kern County’s long term water security. Critics argue that the project will gradually deplete a precious natural resource, sending water to other areas of Kern County and could be used for “fracking” or other industrial uses. Critics also argue that the project is an attempt to control a majority of East Kern’s water resources, making the entire county reliant on one company if drought conditions persist. Aquahelio offered a last-minute compromise to the commission, offering to stagger the water extraction to 5,000 AF in the first year, 10,000 in year two, 20,000 AF in year three, 50,000 in year four, 80,000 in year five, and 114,000 by year eight to continue indefinitely. The compromise also selects a joint Kern/Aquahelio commission to oversee the project to ensure that the company does not destroy ground water or private wells as extraction rates ramp up.

Opening comments began at 11:30 pm, and public comments continued well after midnight. Commissioners appeared divided as they began deliberations around 1:00 am with three out of five initially intending to vote “no” on the water portion of the project. However, when Aquahelio asked the commission to vote on the entire water and solar project in its entirety, one commissioner switched to a “yes” vote, delivering an approval for the project. Both projects are now referred to the Board of Supervisors who will make the ultimate determination whether these projects will go forward. The Mojave Foundation is primarily concerned for the health and safety of our residents, and our long-term water security. Although we support renewable energy, and solar in particular, we must not disturb our ancient desert ecosystem before we have a credible plan in place to minimize the health impacts to our residents. We also call on Kern County to ensure that the Fremont Valley has a sustainable source of water for generations by providing intense scrutiny and oversight of all consumers to ensure that water extraction does not exceed our natural recharge rate.

Code Compliance Commences Demolition of Hazardous Structures!

L St 15824 20131209 DemoDecember 9: After three months of notices and hearings and missed deadlines, Kern County Code Compliance broke ground on a series of demolitions, starting with these hazardous structures on L Street and M Street, which have been abandoned for over 15 years! “I can’t believe it’s finally coming down” exclaimed a neighbor, happy to see this building go. “Maybe now we can start to M St 15951 20130715 Democlean up this block.” These abandoned structures tend to be one of the biggest sources of drugs and crime in Mojave, and can be extremely dangerous for children and neighbors. This house on the 15800 block of L Street (pictured above) is the first of four structures to be demolished in the next several weeks, including another house on the 15700 block of L Street and the fallen-down garage removed from the 15900 block of M Street (pictured below). The Mojave Foundation works closely with Kern County Code Compliance officials to prioritize buildings for cleaning and demolition, and we applaud the recent flurry of activity.

We encourage property owners to sell their vacant hazardous homes before Code Compliance gets involved. It costs on average $15,000 for the county to demolish a house in Mojave – mostly due to “prevailing wage” mandates and administrative time. If the property owner decides to walk away from the property, the fines and taxes get assigned to the property in the form a lien, which then discourages future development. The Mojave Foundation would much prefer to work with property owners to resolve safety issues quicker and cheaper than what the county can do it for, and to transition the property to responsible owners. Using local volunteers and contractors property owners can expect to pay about $5,000 on average to demolish a structure, and they can usually make a lot more than that when they sell the property to a local buyer. This demolition and transition is a critical part of our strategy to restore the health and vibrance of this community.

Mojave Foundation Receives 501(c)3 Status!

This means that the MF can now receive donations, which the donors can deduct from their taxes! This is critical to our mission to clean up Mojave, and allows us to put real resources behind our big ideas. We have accomplished a lot in 2013 with no money and a highly-motivated group of volunteers – starting a volunteer police squad (CSU), demolishing and cleaning up lots, and launching a series of entrepreneurship and educational workshops. But community-scale infrastructure projects will require substantial investments from both public and private donors. Some of our funding priorities in 2014 are (1) to demolish vacant hazardous structures that blight our downtown area, (2) to increase the public lighting for safety and security, (3) to build a railroad park on the west side of Sierra Highway, as well as community gardens. We believe that this community has the means and the motivation to change this town for the better, and we humbly encourage all residents to get involved – either by volunteering at the school, or the senior center, or with the Mojave Foundation! We intend to match this incredible outpouring of community support with tangible results in a relatively short period of time. Mojave’s Good Samaritan

John K StOctober 17: Mojave is fortunate enough to have a local resident who has single-handedly cleanup up six empty lots in the last three months. John Davis, 53, pictured left, cleaned up his latest lot on K Street this week, generating 20 garbage bags of trash and yard waste in the process. Local residents helped take some of the bags to the dump this weekend, but John labored over 2 days to clean, rake and pick up all the trash in this lot. John, who is currently unemployed, typically labors for days at a time – FOR FREE. “I get bored” says John. “I just want my neighborhood to be nice.” Mojave has approximately 45 empty lots in our downtown area, and John has cleaned up or helped to clean up most of them. John’s selfless contributions are critical to preventing Mojave from sliding into disrepair, and setting the stage for future investment. The Mojave Foundation is proud to highlight John’s efforts and work with him on future cleanups. Next time you see an empty lot, you can thank John for keeping it from getting out of control. Next time you see John, go ahead and say thanks! …even better, give him a hand, or give him a job!

Residents continue cleanup efforts

Cleaning 20131012 sidewalkSaturday, October 12: Mojave residents came out in force again to clean up another empty lot overrun by trash and flammable debris and tumbleweeds. This weekend’s cleanup was sponsored by Revitalize Mojave, and led by Tim Kuster. The cleanup, which took place over two days, removed 6 truckloads to the dump, and removed one of the more visible fire hazards from our downtown area. Many of the trees are still charred – vivid reminders of how close Mojave came to facing a major fire in our downtown area. Volunteers trimmed back trees that had completely blocked the sidewalk and removed a layer of rotten pine needles several inches thick, which are a leading cause of respiratory allergies and ailments in Mojave’s dry desert climate. “This stuff is hard to breath” said volunteer Doug Clipperton, “now it’s going in the bag!” The Mojave Foundation applauds this latest is a series of cleanups, and we are committed to maintaining this momentum.

Locals fix their own pot holes

PotholeOctober 4: Local motorists on L Street have been frustrated with a menacing pot hole that has grown increasingly dangerous in the past several months. Two local residents finally had enough, and found an innovative way to fix the problem. They found a construction crew repaving another parking lot in town, and managed to scrounge several buckets of asphalt. They loaded the black stuff into a garbage can, transported it over to L Street and filled in the pothole by hand! Shawn and Casey, pictured above, have been living in Mojave for years, and are trying to make the community a safer, more attractive place to live. “We all have to work together and keep an eye out for each other” said Shawn, 30. “Some people just don’t know how to do things the right way” said Casey, 38, as he carefully puts the finishing touches on the final layer of asphalt. The Mojave Foundation commends this kind of selfless service, and is proud to highlight this next generation of can-do residents.

Local resident fixes school in his spare time

Bill 20131001Long time Mojave resident Bill Wilson has been donating his time late into the evening to fix the brick sidewalk and other maintenance projects at his Alma matter, Mojave High. Mr Wilson, 72, has been working silently, seeking no recognition, and very few people probably noticed him working well into the night. The Mojave Foundation took this picture of Mr. Wilson after 8pm one night, as he was replacing bricks that had come lose over the years. “I just like to give back” said Mr. Wilson, “This is my old school… I was on the first ever football team in 1953… I know the school doesn’t have any money, so this is my way of giving back.” Parents and children walk along the carefully laid brick sidewalk every day, but are little aware that Mr. Wilson silently labors long into the night to make the school presentable. Next time you walk along the brick sidewalk at Mojave High, think of Mr. Wilson… next time you see Mr. Wilson, say thanks!

Concerned resident cleans up town

IMG_20130913_145636_093A local Mojave resident has been taking it upon himself to clean up various abandoned lots in town – for no other reason than he cares about his community and wants to make Mojave more presentable. John Davis, 52 has been out of work for months, but hasn’t wasted any time in finding selfless ways to give back to the community. “I don’t mind” says John, “Sometimes I get bored, and I just want to do something positive.”

It is little known how essential John has become to keeping our streets clean and presentable. John has personally cleaned up at least 5 lots since May, and his selfless dedication has inspired countless others to do the same. You will probably see John cleaning up around town, and if you do, stop by to say thanks – or even better, hire him to clean up a property that has been bothering YOU!
